All of the Utah National Parks are open year-round, and every single day in April. Visitor Center hours and services might still be limited in March so check the NPS website for the most updated information.

In April, the trails in the mountains of Northern Utah may still be snow-covered. In Southern Utah the trails should be free of snow, but may be wet since April is a rainy month.
